Abstract: Datong, Yangquan, Changzhi, Jincheng, Shuozhou, Lvliang and Linfen in Shanxi province were set up as the resources transformation pilot cities city to achieve the leapfrog development of urban economy in 2008. Based on the pilot's economic base, average GDP growth rate, industrial structure, coal industry and alternative industry development, this paper divides the pilot city of Shanxi Province into two kinds: one kind is the areas with good economic foundation, and advantages of industrial development as well as weaker other industrial development, including Datong, Yangquan, Changzhi, Jincheng, Shouzhou and Linfen, composite pattern is suitable for this areas; the other kind is the areas with a larger proportion of industrial development, but disadvantage of coal industry, such as Lvliang regions, alternative industry pattern is suitable for this areas. On this base, some countermeasures are get out to realize the transformation of economic development.
