我国农业保险对农业碳排放的影响研究

Research on the Impact of Agricultural Insurance on Agricultural Carbon Emissions in China

  • 摘要: 基于2007—2020年中国30个省(区、市,不包括西藏自治区和港澳台地区)的年鉴数据,运用IPCC 碳排放系数法测量各省农业碳排放总量,并通过构建有调节的中介效应模型研究我国农业保险对农业碳排放的影响,得出结论:农业保险促进了农业碳排放总量;农业技术进步在农业保险影响农业碳排放过程中具有显著的中介效应,具体表现为农业保险促进农业技术进步,农业技术进步抑制农业碳排放;农业人力资本在该中介模型中具有显著调节效应,能够加强农业技术进步对农业碳排放的抑制作用。基于研究提出建议:提高对减排效果佳的农业生产主体的农业保险补贴力度;设计和推广绿色农产品保险;加强农业人力资本的教育培养。

     

    Abstract: Based on the yearbook data of 30 provinces (autonomous regions and municipalities, excluding HongKong, Macao, Taiwan and Tibet) in China from 2007 to 2020, the IPCC carbon emission coefficient method was used to measure the total agricultural carbon emissions of each province, and the impact of agricultural insurance on agricultural carbon emissions in China was studied by constructing a moderated mediation effect model, and the following conclusions were drawn: Agricultural insurance promoted the total agricultural carbon emissions; Agricultural technological progress had a significant mediating effect in the process of agricultural insurance affecting agricultural carbon emissions, which was manifested in the fact that agricultural insurance promotes agricultural technological progress, while agricultural technological progress inhibited agricultural carbon emissions; Agricultural human capital had a significant moderating effect in this intermediary model, which could strengthen the inhibitory effect of agricultural technological progress on agricultural carbon emissions. Based on the study, the following suggestions were made: Increasing agricultural insurance subsidies for agricultural producers with good emission reduction effects; Designing and promoting green agricultural insurance; Strengthening the education and development of agricultural human capital.
