安徽省生态文明建设与新型城镇化建设耦合协调发展及驱动因素研究

The Coupling and Coordinated Development and Driving Factors of Ecological Civilization Construction and New Urbanization Construction in Anhui Province

  • 摘要: 以安徽省16个地级市为研究对象,分析安徽省在践行习近平生态文明思想及新型城镇化建设取得的成效,实证研究两者之间的耦合协调关系,深入探索安徽生态文明建设与新型城镇化建设耦合协调发展的驱动因素。文章分别构建生态文明建设和新型城镇化建设评价指标体系,科学评价2012—2020年安徽省生态文明建设和新型城镇化建设水平,并利用耦合协调发展模型和多元回归模型,对安徽省生态文明建设与新型城镇化建设耦合协调发展情况及驱动因素进行分析。研究发现:(1)黄山、池州、芜湖、蚌埠生态文明建设水平较高,合肥、马鞍山、芜湖、铜陵新型城镇化建设水平较高;(2)合肥、淮北、蚌埠等市耦合协调发展水平较高,马鞍山、宣城、安庆耦合协调度稳中有升;(3)除合肥、芜湖、马鞍山三市生态文明建设大部分年份处于滞后状态外,其他各市生态文明建设都优先于新型城镇化建设;(4)对外开放程度、政府财政支出、产业结构升级及经济发展水平均能驱动生态文明建设与新型城镇化建设耦合协调发展,固定资产投资起到相反作用。由此提出制定差异化生态文明建设战略、推进以人为本的新型城镇化建设、扩大对外开放、推进产业结构优化升级等政策建议。

     

    Abstract: The article constructed an evaluation index system for ecological civilization construction and new urbanization construction, scientifically evaluated the level of ecological civilization construction and new urbanization construction in Anhui Province from 2012 to 2020, and analyzed the coupling and coordinated development situation and driving factors of ecological civilization construction and new urbanization construction in Anhui Province using the coupling and coordinated development model and multiple regression model. The research found that: (1) Mount Huangshan, Chizhou, Wuhu and Bengbu had a high level of ecological civilization construction, while Hefei, Maanshan, Wuhu and Tongling had a high level of new urbanization construction. (2) The coupling and coordinated development level of cities such as Hefei, Huaibei and Bengbu was relatively high, and the coupling and coordinated degree of Ma’ anshan, Xuancheng and Anqing was steadily increasing. (3) Except for the three cities of Hefei, Wuhu, and Ma'anshan, where the ecological civilization construction has been lagging behind for most of the years, the ecological civilization construction in other cities has given priority to the construction of new urbanization. (4) The degree of opening up, government financial expenditure, industrial structure upgrading and economic development level could all drive the coupling and coordinated development of ecological civilization construction and new urbanization construction, and fixed assets investment played the opposite role. Based on this, policy recommendations such as formulating a differentiated ecological civilization construction strategy, promoting people-oriented new urbanization construction, expanding opening-up, and promoting industrial structure optimization and upgrading were proposed.
