Abstract: The organization of new village elites is the platform for them to participate in rural governance, and its institutionalized operation is related to the improvement of rural governance performance. It has important economic and social benefits in gathering and optimizing governance resources, breaking the resource dilemma of “three governance in one” , standardizing its organizational operation , condensing the governance joint force of “three governance in one” , promoting the collaborative governance of rural society, and consolidating the value orientation of “three governance in one” . Based on the investigation of Yunfu County Council, it found that it is faced with practical difficulties in organizational resources, operation mechanism and identity legitimacy. In order to solve the practical dilemma of the organization of new village elites in rural governance, we need to grasp the relationship between the assistance of the organizations of village elites and the leadership of the “two committees” , the consultation of the counsellors and the decision-making of villagers’ autonomy, the inheritance of traditional ethics and the continuation of modern governance. At the same time, the system design should be prospected from the aspects of the new village elites, the organization itself, the government and the supporting legal system.
