农民合作社整体质量提升的阻碍及对策研究以四川省绵阳市安州区为例

Research on the Obstacles and Countermeasures of the Improvement of the Overall Quality of Farmers Cooperatives: Taking Anzhou District of Mianyang City in Sichuan as an Example

  • 摘要: 2020年中央一号文件明确指出要重点培育以农民合作社为代表的新型农业经营主体,加快发挥农业产业化联合体在小农户融入农业产业链中的积极作用。在我国农业农村现代化高速发展背景下如何继续强化农业基础地位和促进农民持续增收,是必须要解决的难题,而加快提高农民合作社质量是解决这个难题的关键,近年来农民合作社数量如雨后春笋般增长,但整体质量不高。基于对绵阳市安州区563家农民合作社的实地调研,通过对其发展现状进行总结分析,发现存在空壳社较多、经营实力不强、缺乏资金来源、内部管理混乱、优秀示范社少等问题。亟须从清除空壳社、创立联合社、授信融资、规范内部管理、建设示范社等方面实现农民合作社的整体质量提升。

     

    Abstract: In 2020, the first document of the Central Committee clearly pointed out that it is necessary to focus on cultivating a new type of agricultural management subject represented by farmers’ cooperatives, and to speed up the positive role of agricultural industrialization consortia in the integration of small farmers into the agricultural industrial chain. Under the background of the rapid development of agricultural rural modernization in China, how to continue to strengthen the basic position of agriculture and promote farmers’ sustained income increase is a difficult problem to be solved, and speeding up the improvement of the quality of farmers’ cooperatives is the key to solve this problem. Based on the field investigation of 563 farmers’ cooperatives in Anzhou District of Mianyang City, through the summary and analysis of their development status, it is found that there are many problems, such as more shell cooperatives, less management strength, lack of source of funds, confusion of internal management, and fewer excellent demonstration cooperatives. It is urgent to improve the overall quality of farmers’ cooperatives from the aspects of clearing shell cooperatives, establishing joint cooperatives, credit financing, standardizing internal management and building demonstration cooperatives.
