Abstract: Government departments are the main force in poverty alleviation, and helping in village is the main way, which plays an important supporting role in poverty alleviation. This paper takes five poverty-stricken villages in F County helped by K Department of S Province as an example. On the basis of the general situation of the villages and the working teams’ help, this paper summarizes the effectiveness of help of K department from two dimensions of system guarantee and industrial support. It also reflects on the difficulties from four aspects: helping subject, helping object, industrial development and technical training, and further puts forward four policy suggestions as follows: hematopoiesis and intelligence support, integration of three industries, optimizing the content of the training and straightening the mechanism.
