Abstract: The implementation of the ecological migration policy of Chengjiang City is the key to the current promotion of Fuxian Lake governance and the acceleration of ecological civilization construction in Yunnan Province. This paper takes the Mingxing village of Luju Town as a case analysis object, and conducts on-the-spot investigation through forums and household interviews. Combined with the survey data and related data, the Smith model was used to analyze its policy implementation. The survey found that: overall, the ecological resettlement policies of Xingxing Village are well implemented. In the specific process of policy implementation, the relevant government department staff as the main body of policy implementation and the main groups such as the village cadres of the star village village committee can vertically implement the policy tasks and actively promote the policy implementation. As the policy target group, the relocated people and enterprises are more obedient and can effectively cooperate with the implementation of the policy. Factors such as ecological civilization demonstration and considerable economic development provide favorable conditions for effective policy implementation. However, there are also problems such as rigid policy implementation methods and tense relations between policy implementation subjects and some target groups. Therefore, it is necessary to carefully handle the relationship between the policy implementation subject, the policy target group, and the policy environment, and to continue to optimize the policy implementation plan based on the problem.
