Abstract:
The 19
th national congress of the Communist Party of China (CPC) put forward for the first time the “implementation of Rural Revitalization Strategy”, aiming at creating a beautiful countryside with thriving industries, livable ecology, civilized rural customs, effective governance and rich life. However, with the rapid development of industrialization and urbanization, a large number of young and middle-aged rural population outflow, rural “hollowing out” problem is increasingly prominent. “Hollowing out” in rural areas fundamentally limits the development of rural talents, industrial economy, cultural inheritance and organizational construction, and brings serious challenges to the implementation of the rural revitalization strategy. To control the hollowing out of rural areas, the key is to solve the problem of “population loss”. We should not only make every effort to attract the “return” of the migrant population, but also make every effort to make farmers feel at ease to stay. We should start with policies, funds, industries, personnel and other aspects.
