The Dilemma and Extension of the Theory of Consultative Governance Embedded in Villagers’ Autonomy

摘要: 公共治理理论话语下，协商治理是通过协商与对话协调不同利益主体间关系的一种治理方式。协商治理理论是否适用村民自治之中，从而化解行政化的村民自治与自主性的乡村协商治理间的“摩擦”？问题解答对于推进中国特色社会主义民主政治建设具有重要意义。推进的路径在于重新精准定位乡村治理的价值、主体与权能边界，整合乡村协商治理进程中多元主体间的利益，科学创设选举民主与协商民主的协同发展机制。Abstract: Under the discourse of public governance theory, it is considered that negotiated governance is a governance way to coordinate the relationship between different stakeholders through consultation and dialogue. Is the theory of consultative governance applicable to the villagers’ autonomy, so as to resolve the “friction”between the administrative villagers’ autonomy and the autonomous rural consultative governance? The answers to the questions are of great significance to the construction of socialist democracy with Chinese characteristics. The way to push forward is to re accurately position the value, subject and power boundary of rural governance, integrate the interests of multiple subjects in the process of rural consultative governance, and create a scientific cooperative development mechanism of electoral democracy and consultative democracy.
