Abstract:
Under the discourse of public governance theory, it is considered that negotiated governance is a governance way to coordinate the relationship between different stakeholders through consultation and dialogue. Is the theory of consultative governance applicable to the villagers’ autonomy, so as to resolve the “friction”between the administrative villagers’ autonomy and the autonomous rural consultative governance? The answers to the questions are of great significance to the construction of socialist democracy with Chinese characteristics. The way to push forward is to re accurately position the value, subject and power boundary of rural governance, integrate the interests of multiple subjects in the process of rural consultative governance, and create a scientific cooperative development mechanism of electoral democracy and consultative democracy.
