Abstract: With the concept of human-oriented new urbanization put forward, our country pays more and more attention to the construction of ecological civilization in the process of urbanization. Grass-roots government actively fulfill their ecological responsibilities, which is of great significance to solve environmental pollution, protect the ecological environment and prevent ecological damage. Although some cities and towns begin to attach importance to environmental protection, there are still some problems, such as the incomplete understanding of the connotation of ecological responsibility, inadequate conditions for improving infrastructure, and imperfect supervision system. Therefore, grass-roots governments need to strengthen understanding, create conditions, attach importance to urban planning, and improve the system of supervision and accountability, so as to better fulfill their ecological responsibilities, and ultimately achieve the coordinated development of urban economy and nature, and promote harmonious coexistence between man and nature.
