Abstract: Based on the field investigation on the establishment of a national public cultural service demonstration area in Qujing City, Yunnan Province, from 2015 to 2017, this paper makes a deep analysis of the problems in the construction of public cultural service in Qujing City by combining quantitative and qualitative methods. The study finds that there are some problems in the process of public cultural service construction in this city, such as insufficient investment in construction funds, shortage of professionals, backward networking of facilities and unbalanced service. It proposes to increase financial support investment, strengthen the construction of talent team, improve the level of digital service construction, and strengthen the construction of long-term service mechanism. This paper studies the construction of Qujing Public Cultural Service Demonstration Zone so as to provide a reference for the construction of public cultural services in similar border minority areas.
