Abstract: Strengthening the construction of the grass-roots public cultural service system in urban and rural areas is an important measure to safeguard the basic cultural rights and interests of the broad masses of the people and meet the growing demand of the people for public cultural services. This paper chooses three villages and towns in Jinning District of Kunming City, Yunnan Province as the research object. By consulting relevant literature, questionnaire survey and interviews, it fully understands the current situation of basic service projects, hardware facilities and staffing in the construction of public cultural service system in Jinning District.It is found that the basic service items are single, the hardware facilities are relatively weak, and the problem of personnel allocation is prominent. Grassroots leaders do not pay enough attention to public cultural services and other issues and analyzes the causes of the related problems. It is pointed out that the basic projects of grass-roots cultural services should be diversified, the construction of talent team should be strengthened, the sources of funds should be broadened, the construction of public cultural infrastructure should be strengthened, and the supply mode of public culture under the joint governance of government and society should be implemented, so as to provide reference for the construction of basic public cultural services in other regions.
