基于交叉DEA模型的安徽省农业循环经济效率评价

Efficiency Evaluation of Agricultural Circular Economy in Anhui Province Based on Cross-DEA Model

  • 摘要: 安徽省是我国的种粮大省,其16个省辖市的农业生产总值在国民生产总值中亦占了不小的比重。本文采用2011—2016年安徽省各城市农业循环经济发展的相关数据,基于交叉DEA模型理论,利用matlab数学软件测算各地农业循环经济效率交叉平均值。结果表明:2011—2016年间,虽然安徽省的农业循环经济在不断向前发展,但安徽整体的农业循环经济效率并不高,平均效率仅为0.6746。其中,合肥、芜湖、蚌埠、淮南、马鞍山、滁州、阜阳的循环农业发展水平提升明显,效率排名位于全省前八位,但铜陵、宿州、池州的循环农业发展不佳,6年来增长有限。结合研究结果提出建议:首先循环农业的发展要与当地的生产条件,技术条件相适应,并以当地优势为基础;其次要重视与循环农业发展相配套的农业科技的升级与创新,同时还要建设并完善与现代农业发展相适应的乡村治理制度;第三要培养农民对资源的忧患意识并加强农民对生态环境的保护意识;第四要提高对农业新型业务主体和农民农业生产技能的培训力度。

     

    Abstract: Anhui is a major grain-growing province in China. The gross agricultural production value of 16 provincial municipalities also accounts for a large proportion of the gross national product. Therefore,based on the cross DEA model theory and using MATLAB software, this paper calculates the cross-average efficiency of agricultural circular economy in Anhui from 2011 to 2016. The results show although the agricultural circular economy in Anhui Province is developing continuously from 2011 to 2016,but the overall efficiency of agricultural circular economy in Anhui Province is not high. The average efficiency is only 0.6746. Among them, the development level of circular agriculture in Hefei, Wuhu, Bengbu, Huainan, Ma'anshan, Chuzhou and Fuyang has improved significantly, ranking in the top 8 of the province in efficiency. However, the development of circular agriculture in Tongling, Suzhou and Chizhou is not good, and its growth has been limited in the past six years. Based on the research results, the author suggests that:first, the development of circular agriculture should be adapted to local production conditions and technical conditions, at the same time, be based on local advantages; secondly, the upgrading and innovation of agricultural science and technology matched with the development of circular agriculture should be emphasized; what's more, the rural governance system also should be constructed and improved to adapt to the development of modern agriculture; thirdly, the farmers' worries about resources should be cultivated. Consciousness and strengthen farmers'awareness of the protection of the ecological environment; Fourth, we should improve the training of new agricultural business subjects and farmers' agricultural production skills.
