Abstract: The characteristics of unbalanced and inadequate development are presented in rural areas in nowadays China, and the problems of organization cohesiveness reduction and governance capability weaken are existing in the management in rural areas. Under the background of new era, the introduction of new county sages as the rural endogenous authorities into rural management will contribute to the concrete implementation and objective realization of the rural vitalization strategy. However, a certain of issues in this process should be forecast and averted in advance. By the means of qualitative analysis, various measure results are obtained in order to promote the development of rural society and the modernization of state-governance,such as confirming the connotation and the range of new county sages' rights and liabilities, discovering and progressing new county sages and their organizations, optimizing the institutions of supporting and supervising and seceding.
