Abstract: Yunnan, as an underdeveloped province, is particularly arduous to realize the revitalization of rural areas. Rural talents, rural industries and security systems are the three major points of focus for Yunnan's industrial revitalization and effective governance, directly affecting the implementation of rural strategies in Yunnan. Therefore, based on the actual situation of Yunnan Province, this paper combines the development direction of Yunnan's new era, and puts forward specific reform measures and policy recommendations in order to build a rural talent system with Yunnan characteristics, rural industrial system, and the security system for rural revitalization. It provides theoretical reference value for the promotion of rural rejuvenation strategy in Yunnan.
