Abstract: The book of Saving the Famine Refugees and Helping People Alive is the monographs of the desert politics in the Southern Song Dynasty. The book systematically summarizes the policies of the past dynasties, and evaluates the thought of the sages for the disaster treatment, which has a great influence on the later generations. According to the principle of "taking people as the priority",the book systematically puts forward a variety of strategies, such as object recognition, organization and implementation, disaster relief guidance, production recovery and so on. It has an immensely influential practical value, especially for the accurate poverty alleviation of our country. We should take full advantage of the disaster relief experience deeply embodied in the book of Saving the Famine Refugees and Helping People Alive, continuing to uphold the "people-oriented" principle of poverty alleviation, making full use of the "hand of the market", paying more attention to the development of production and carrying over to improve the "hematopoiesis capacity", and forming the joint force of social poverty alleviation, which is conducive to the promotion and implementation of the precision poverty alleviation strategy.
