电商助力农村扶贫:机制、瓶颈及应对

E-commerce Helps Rural Poverty Rlleviation: Mechanism, Bottleneck Constraints and Response

  • 摘要: 农村电商通过将全国消费市场与农村对接起来,砍掉产品销售的中间商,实现小农户与大市场的对接,发挥其市场扁平化效应;通过降低市场开发成本、渠道建设成本和提高交易效率的方式,发挥其市场扩大效应;通过激发电子商务参与主体不断提升发展能力,发挥其赋能增能效应;通过带动贫困地区经济社会的整体发展,发挥其辐射带动效应;通过推动农产品生产标准化建设,发挥其产品标准化效应。农村电商这些效应的发挥,使其能有效助力农村扶贫。但当前电商助力农村扶贫还存在诸多瓶颈,主要有:物流配送体系滞后、电商人才缺乏、产业基础薄弱、农产品标准化程度低、金融支持不力。因此,应从以上几个方面针对性地加以解决相关问题,以突破电商助力农村扶贫的瓶颈,使电商在农村扶贫中发挥更大作用。

     

    Abstract: By connecting the national consumer market with the countryside, cutting down the middlemen of product sales, realizing the butt joint between small farmers and big markets, the rural e-commerce exerts its market flattening effect; by reducing the cost of market development, the cost of channel construction and the efficiency of the transaction, the rural e-commerce exerts its market expansion effect; by motivating the e-commerce operators to improve their development ability, the rural e-commerce exerts its empowering and enhance effect; by driving the whole development of economic and social in poor areas, the rural e-commerce exerts its the radiation effect; by promoting the standardization of agricultural products, the rural e-commerce exerts its standardization effect. These effects of the rural e-commerce can help rural poverty alleviation effectively. But there are lots of bottleneck in current rural e-commerce, mainly include the lag of logistics distribution system, the lack of electrical business, industrial foundation weak, the low degree of standardization of agricultural products, and the lack of financial support. In order to make the rural e-commerce play a more important role in the rural poverty alleviation, we should take some targeted measures to break through the bottleneck of the rural e-commerce.
