Abstract: In the new era, there has been a series of new changes in rural areas. In order to promote rural revitalization, we must promote transformation and perfection of village committees' performance according to the new situations in rural areas. Therefore, this article will take D village of Bozhou in Anhui province as the starting point, from the Constitution law of the People's Republic of China Committee on the functions of the villagers Committee,through in-depth observation and interviews, we found the following issues:increasing population flow curing trend, rural issues outbreak centrally which makes the village committee to perform their duties more difficultly; migrant villagers' participation in rural grass-roots autonomy is restricted by regional restrictions; lack of attention due to the increasing popularity of new communication methods; passive duty of village committee causes the lack of supervision of agricultural modernization. The new changes make the village committee have many problems in the course of performance its duty, the content of the function of Village Committee is not pertinence, mismatch of functions and resources; in the face of the new situation, the villagers Committee's own positioning is unclear, performing its duty is undefined, the path of village committee perform its duties is urgent to innovate;the process of village committee to perform its duties is not perfect, the ability to perform its duties needs to be improved. Therefore, to implement the strategy of rural revitalization, promote better rural development, we should perfect the provisions of village functions, promote the effective implementation of the functions; strengthen the training and communication, improve the ability to perform its duties of village cadres; the village committee clear its position and promote the villagers and the village committee and Grassroots government three linkage Joint activities; combining with the development of information technology to promote the way of village performing its duties innovation; improve the supervision and evaluation mechanism, push to improve the level of village committee performing its duties.
