Abstract: In the context of deepening reform and social transformation, the self-development potential of the rural community promotes participated management of the rural community residents. The paper takes the example of Wanxi Chong Village in Chengong district, studies how to develop the main source power of self-development, how to integrate and drive the operation mechanism of community capital to realize the sustainable development of rural communities, under the government-led technical support model. The author obtains first-hand information after field investigation and interview record, combining the extended deformation form EPEST method to summarize the current situation and operation mechanism of five types capital. The conclusion shows that government leading mode tends to cooperate with each other, empowered the residents to participate in the management, both two sides cooperate efficiently to drain capital to achieve community governance.
