Abstract: This study finds that cadres of the 5th Two Committees are with high comprehensive quality, rich work experience, strong ability, and they can carry outresponsibilities better, as well as contribute to national unity and economic development, but there are some difficulties and shortcomings in practical work, through the questionnaires interviews of 945 Two Committees cadres from 16 counties of Yunnan Province. For the current situations, it offers some suggestions to cadres' working ability of ethnic minority area in Yunnan Province.
