云南人口较少民族地区双语教学师资政策的执行与困境

Implementation and Difficult Position of Bilingual Education Teachers Policy in the Minority Concentrated Area of Yunnan Province

  • 摘要: 在梳理国家和云南省关于双语教学师资政策的基础上,通过查阅资料、问卷、访谈、走访等途径,对德宏州、怒江州、保山市和西双版纳州的景颇族、独龙族、布朗族、阿昌族等人口较少民族地区的双语教学师资政策的执行情况进行了调研。结果发现,云南较少民族地区有关双语教师培养、培训方面政策的贯彻落实比较到位,有利于壮大双语教师队伍,提高双语教师质量。由于双语教师福利待遇方面的政策执行力度不够,双语教学研究机构对双语师资政策缺乏钻研,双语教育机制不健全,双语教学资金投入不足等因素,使得双语师资政策的执行过程中存在明显困难,需要从双语教学政策的完善、宣传、执行监管等方面不断推进双语教学师资政策的执行。

     

    Abstract: Based on hackle bilingual education teachers policy of China and Yunnan province, the group members are through literature review, questionnaire and interview to research the current situation of bilingual teachers in the minority concentrated area, such as Dehong, Nujiang, Baoshan and Xishuangbanna. The results show that, carrying out and implementing the bilingual teacher education and training policy are better then welfare treatment policy. Meawhile,there are some difficulties of implementing bilingual education teachers policy in the minority concentrated area of Yunnan Province, such as the insufficiency of policy implement degree of social benefits, the neglect of study on research institute of bilingual education for teachers' policy, the imperfection of bilingual education mechanism, the shortage of bilingual education funding investment, etc. therefore, it is necessary to perfect policy, strengthen the propaganda power, and so on.
