Abstract: Through household visits and questionnaire investigating,this paper conducts a survey in the current situation of collective forest right reform in Zhenghe county Lintun village, overviews the progress condition of property right system, analyzes the contradictory problems appeared in the process of change and its causes, furthermore, it puts forward strategies and suggestions for promoting the development of the collective forest right system reform in the perspective of economies of scale, it includes: intensify policy support, strengthen the construction of forestry economic cooperation organization; carry out the forestry subsidy policy implementation; broaden financing channels of the forest farmer; improve the information transparency, strengthen the cognition degree and participation awareness of farmers.
