Abstract: Since the 1990s, rural issues has been increasingly becoming the focus of the society.A new rural cooperative medical insurance system had been established, which is an important measure in the New Problem of China in a new period.It also has a special advantage,meanwhile, the practical problems are also included.Namely, on the one hand, with the payment standards rising, however, the farmers benefit little, which will be leading to reduced confidence in the government; on the other hand,designated medical institutions and services are not standardized and low efficiency, hence, enabling farmers to produce psychological conflict to the hospital; last but not least,the policy of the government documents are not carry out deeply and also little spreading around the people.Through questionnaires and survey method, the paper researches the implementation condition of new rural cooperative medical insurance in Liu gan village of Guzhen, analyzes and counts the investigation results deeply, and also explores the reasons for these problems.In this regard, it perfects system defects and improves the level of medical care, strengthens publicity and other aspects of countermeasures, which aims to promote the new rural cooperative medical insurance goal and to make sure people share the benefits of developments and reform.
