Abstract: Public diplomacy activities is a new development of local governments function in globalization era, which is a supplement to traditional diplomacy. As a bridge between Southeast Asian countries and other provinces of China, Yunnan has advantages in geography,economics,ethnics and culture to promote the communication with Southeast Asian countries. And there are also some constraints. Only by clearing our status, improving competitiveness,strengthening training for persons of concern, can Yunnan paly a better role in the opening up to Southeast Asian countries.
