Abstract: The extensive traditional ritual law culture governs the countryside for a long time, and it continues to this day in our country. According to the present situation of the new rural nomocracy construction, some issues still exist, that is the weak legal consciousness of farmers, the imperfect rural legal system, and the incomplete law popularization of the government. Therefore, based on tradition, it integrates ritual law and modern nomocracy organically, and improves the farmers' law consciousness, perfects rural legislation, promotes the law popularization interaction, from the actual situation of countryside, so as to complete democracy and the rule of law in new rural areas, and promote the development of harmonious socialist society.
