Abstract: In our country, the disabled community rehabilitation service mainly conducts by government and international non-governmental organizations, at present, both of them have some differences in the concept, design, management and other aspects. Taking domestic projects performed by disabled persons' federation in Shizong County of Yunnan Province and international projects executed by handicap International, as research object, this paper contrasts and analyzes the differences between them from project design procedure, main body of the project, management style, primary-level organization, sustainability, effect of program,etc., on this basis, this paper offers some suggestions to perfect the work of community-based rehabilitation in rural areas, and aims to promote the cooperation between government and non governmental organizations, at last, it integrates resource effectively, and promotes community rehabilitation of disabled person and social integration.
