Abstract: Forest felling legal system is one of the main contents of the forest law. Its basic framework developed in the phase of planned economy in China, so the forest felling management system cannot continue to meet the requirements of modern forestry, and need for an update soon. The new legal system should be consistent with the concept of ecological civilization, carrying out the classification management in different region and establishing a new relationship between rights and obligations, so as to provide a strong legal protection for the construction of modern forestry.
