中国粮食安全政策演进特征研究基于中央一号文件文本分析

Evolutionary Characteristics of China’s Food Security Policy: A Text Analysis of the No. 1 Central Document

  • 摘要: 中央一号文件是中国“三农”政策的纲领性文本,其历年演变勾勒出国家粮食安全治理的基本路径。本文以2004—2026年发布的23个以“三农”为主题的中央一号文件为研究对象,运用质性研究和文本量化分析方法,系统考察了中国粮食安全政策的演进特征。结果表明:(1)粮食安全政策涉及产能建设、支持保护、储备调控、责任规制、供给优化等方面,涵盖内容日趋完善,政策核心从单纯的“保产量”向“保安全、优结构、强韧性”转变;(2)粮食安全政策在发展历程上经历了惠农强基稳产、提质增效转型、产能安全深化3个阶段,具有递进推进、持续深化的阶段性特征;(3)政策工具分析显示,供给型与环境型工具长期占据主导地位,需求型工具占比偏低,但近年来全产业链标准体系的建立,三类工具的协同性不断增强。据此,提出补齐需求侧短板、深化供给侧结构性改革、增强供应链韧性与构建多元化食物供给体系等建议。

     

    Abstract: The No. 1 Central Document serves as the overarching policy framework for China’s agriculture, rural area, and farmers (“san nong”). Its evolution over the years delineates the fundamental trajectory of the nation’s food security governance. This study took the 23 No. 1 Central Documents issued from 2004 to 2026, all cebtering on “san nong” theme, as its research object. Employing qualitative research and quantitative text analysis methods, it systematically examined the evolutionary characteristics of China’s food security policies. The findings revealed that: (1) Food security policies encompassed multiple dimensions, including production capacity building, support and protection, reserve regulation and control, accountability and regulation, and supply optimization. The scope of these policies had been progressively refined, and the policy core had shifted from singular focus on “guaranteeing output” to “ensuring security, optimizing structure, and enhancing resilience”. (2) The evolutionary process of food security policies could be divided into three stages: strengthening agriculture and consolidating production, transitioning toward quality improvement and efficiency enhancement, and deepening production capacity security. These phases exhibited progressive and continuous intensifying characteristics. (3) Policy instrument analysis showed that supply-oriented and environmental-oriented instruments had long dominated, while demand-oriented instruments accounted for a relatively low share. However, with the establishment of whole-industrial-chain standards in recent years, the synergy among the three types of instruments had been steadily reinforced. On this basis, this paper proposes recommendations such as addressing demand-side deficiencies, deepening supply-side structural reform, enhancing supply chain resilience, and constructing a diversified food supply system.
