基层干部权力规范化运行的三重逻辑

The Triple Logic of the Standardized Power Operation for Grassroots Cadres

  • 摘要: 树立正确的权力观是新时代基层干部规范用权、履职尽责的根本遵循,而当前少数基层干部权力行使失范、权力观错位的问题,已成为制约基层治理现代化的重要瓶颈。现有研究多侧重于权力观的宏观理念阐释、现实问题剖析与对策建议,缺乏从权力运行全链条出发的整体性逻辑建构。基于此,本文以马克思主义权力观为理论基础,采用文献研究与理论分析方法,构建起“权力认同—权力内化—权力外化”的三重逻辑分析框架,系统阐释规范基层干部行使权力的内在机理与实践路径。研究指出:权力认同是逻辑前提,核心是筑牢“权由民所赋、权为民所用”的根本认知;权力内化是核心中介,关键是形成公正用权、依法用权、秉公用权、廉洁用权的行动自觉;权力外化是实践归宿,重点是释放基层权力运行的治理效能。唯有实现三者的深度融合,才能从根源上规范基层权力运行,持续提升基层治理效能,为基层治理现代化提供坚实支撑。

     

    Abstract: Establishing a correct view of power serves as the fundamental guideline for grassroots cadres in the new era to exercise power in a standardized manner and fulfill their duties. However, the current issues of improper exercise of power and distorted views of power among a small number of grassroots cadres have become significant bottlenecks restricting the modernization of grassroots governance. Existing studies mostly focus on the macroscopic interpretation of the view of power, analysis of practical problems and proposal of countermeasures, lacking an overall logical construction from the whole chain of power operation. On this basis, taking the Marxist view of power as the theoretical foundation and adopting the methods of literature research and theoretical analysis, this paper constructs a triple logical analytical framework of power identification—power internalization—power externalization, and systematically explains the internal mechanism and practical path for grassroots cadres to exercise power in a standardized way. The research indicates that power identification is the logical premise, with the core of consolidating the fundamental cognition that power is endowed by the people and exercised for the people; power internalization acts as the core intermediary, focusing on forming the behavioral consciousness of exercising power impartially, in accordance with the law, for public interests and with integrity; power externalization is the practical destination, emphasizing the release of governance efficiency through the operation of grassroots power. Only by realizing the in-depth integration of the three can we fundamentally standardize the operation of grassroots power, continuously improve the efficiency of grassroots governance, and provide solid support for the modernization of grassroots governance.
