农户生产经营行为、政策支持与生态涵养区绿色发展基于北京门头沟区农户微观调查数据

Farmers’ Production and Business Practices, Policy Support and Green Development in Ecological Conservation Areas: Based on Micro-survey Data of Farmers in Mentougou District, Beijing

  • 摘要: 生态涵养区绿色发展是应对生态约束与发展需求并存的重要实践。基于北京市门头沟区农户调查数据,本文构建“制度—行为—结果”分析框架,考察政策支持、市场特征等因素对绿色技术采纳及其绩效传导的影响。研究发现:政策支持显著促进农户绿色技术采纳,技术培训也具有一定促进作用;销售渠道多样性能够增强绿色技术采纳激励,但与政策支持之间不存在显著交互强化;绿色技术采纳尚未显著转化为农户可感知的收入改善和生态改善;绿色收益预期、政策感知和生态关注度等认知因素,对农户主观绩效评价的影响更为显著,且制度效应主要在高政策感知群体中得到体现。据此,应完善政策支持体系,深化绿色生产技术培训,增强生态产品价值实现能力,强化绿色转型认知反馈机制,持续推进生态涵养区绿色发展。

     

    Abstract: Green development in ecological conservation areas is an important practice for addressing the coexistence of ecological constraints and development needs. Based on household survey data from Mentougou District, Beijing, this study constructed an analytical framework of “institution–behavior–outcome” to examine the effects of policy support, market characteristics, and other factors on the adoption of green technologies and the transmission of their performance outcomes. The results showed that policy support significantly promoted farmers’ adoption of green technologies, while technical training also played a positive role. Sales channel diversification strengthened incentives for green technology adoption, but no significant interaction effect was found between sales diversification and policy support. Green technology adoption had not yet been significantly translated into farmers’ perceived improvements in income or ecological conditions. Cognitive factors, including expected green returns, policy perception, and ecological concern, exerted a stronger influence on farmers’ subjective performance evaluations, and institutional effects were mainly observed among farmers with higher levels of policy perception. Accordingly, policy efforts should focus on improving the policy support system, deepening green production technology training, strengthening the value realization of ecological products, and enhancing the cognitive feedback mechanism of green transformation, so as to continuously advance green development in ecological conservation areas.
