农村宅基地使用权抵押贷款对农户增收影响研究基于江西省永丰县的实证

Study on the Impact of Rural Homestead Land Use Rights Mortgage Loans on Farmers’ Income Increase: Evidence from Yongfeng County, Jiangxi Province

  • 摘要: 宅基地使用权抵押贷款既能够释放农村闲置宅基地价值,破解农村融资难题,也是促进农村经济发展的重要举措。本文基于江西省永丰县284份农户调查数据,采用倾向得分匹配(PSM)法检验宅基地使用权抵押贷款对农户增收的影响。研究发现:宅基地使用权抵押贷款对农户增收具有显著的推动作用,这对以农业为主要职业的农户而言影响更大;将抵押贷款资金用于生产性投资的增收效应大于短期资金周转;宅基地面积和宅基地使用情况在宅基地使用权抵押贷款对促进农户收入增长中发挥正向调节作用。基于此,应加强宅基地使用权抵押贷款政策的宣传,鼓励金融市场提供多元化金融产品,加快推进宅基地确权颁证工作。

     

    Abstract: The mortgage loan of the right to use rural homesteads can release the asset value of a large amount of idle real estate in rural areas. It is not only an effective means to meet the growing material needs of farmers but also an important measure to promote rural economic development. Based on the survey data from 284 rural households in Yongfeng County, Jiangxi Province, this paper empirically examined the impact of the mortgage loan of the right to use rural homesteads on the income growth of rural households by using the propensity score matching method. The findings were as follows: The mortgage loan of the right to use rural homesteads had a significant promoting effect on income growth for rural households. This effect was more pronounced among households whose primary occupation was farming. In terms of the return rate of the use of mortgage loan funds, the income-increasing effect of productive investment was more than short-term capital turnover. Additionally, both the area of rural homesteads and its usage status played a positive moderating role in the income growth effect facilitated by such mortgage loans. Based on these findings, efforts should be made to strengthen the promotion of the mortgage loan policy for rural homesteads use rights, encourage financial markets to offer diversified financial products, and accelerate the process of confirming and certifying rural homesteads land use right.
