中国“土鸡”产业的现代化转型:概念演变、多维价值与协同治理

Modernizing China’ s Native Chicken ( “Tuji” ) Industry: Conceptual Evolution, Multidimensional Value and Collaborative Governance

  • 摘要: “土鸡”是中国传统农业文化的重要符号,更是高端禽产品市场的核心品类,其产业发展对保障禽类遗传资源安全、赋能乡村产业振兴、契合居民消费升级需求具有重要意义。但长期以来,“土鸡”概念内涵模糊、界定标准缺失、产业治理滞后等问题,制约了产业的高质量发展。本文基于概念史、产业史与制度分析的复合视角,系统追溯“土鸡”概念从农耕语境向现代市场经济语境的演变轨迹,厘清其与“地方品种鸡”“黄羽鸡”的内涵边界,论证地理标志(GI)制度是破解“土鸡”界定困境的综合性有效途径。在全面评估“土鸡”产业的遗传、经济与生态多元价值基础上,将其定位为中国农业高质量发展的典型案例,深入剖析产业现代化转型中家禽种质资源保护与利用失衡、标准化与品牌化建设滞后、市场监管与政策协同缺位等关键制度瓶颈。最后,本文提出构建“概念标准化、产业生态化、治理现代化”的“土鸡”产业可持续发展框架,并建议建立跨学科、跨部门的多元主体协同治理机制,为“土鸡”产业现代化转型及特色农产品产业高质量发展提供理论参考与实践路径。

     

    Abstract: “Tuji” (China’ s native chicken) serves as an essential symbol of traditional Chinese agricultural culture and represents a core category within the premium poultry market. Its industrial development is of paramount importance for safeguarding poultry genetic resources, propelling rural industrial revitalization, and aligning with the trends of consumer upgrading. However, the high-quality development of this industry has long been hindered by challenges such as the ambiguous connotation of the “Tuji” concept, the absence of definitional standards, and lagging industrial governance. Drawing upon a multidimensional perspective encompassing conceptual history, industrial history, and institutional analysis, this paper systematically delineated the evolutionary trajectory of the “Tuji” concept from an agrarian context to a modern market economy framework. It clarified the conceptual boundaries distinguishing “Tuji” from “local chicken breeds” and “yellow-feathered broilers,” and argued that the Geographical Indication (GI) system provided a comprehensive and effective solution to the definitional dilemma of “Tuji” . Building on a holistic assessment of the multifaceted genetic, economic, and ecological values, this study positions the industry as a typical case of the high-quality development of Chinese agriculture. Furthermore, it provided an in-depth analysis of critical institutional bottlenecks encountered during the industry’ s modernization transformation, including the imbalance between the conservation and utilization of poultry germplasm resources, delayed standardization and branding initiatives, and the lack of market regulation and policy synergy. Ultimately, the paper proposes a sustainable development framework for the “Tuji” industry characterized by “conceptual standardization, industrial ecologization, and governance modernization” . It further recommends the establishment of an interdisciplinary and interdepartmental collaborative governance mechanism involving multiple stakeholders, thereby offering theoretical insights and practical pathways for the modernization of the “Tuji” industry and the high-quality advancement of specialty agricultural product sectors.
