云南村干部社会态度的变化及应对

Changes in and Coping Strategies for the Social Attitudes of Yunnan Village Officials

  • 摘要: 从新村建设到乡村振兴,云南村干部的工作条件、工资待遇等得到显著提升和改善,以及农业农村的发展和变化都会影响村干部的社会态度。通过问卷调查比较研究发现,从新村建设到乡村振兴,云南村干部的社会态度(包括政治态度、工作态度和生活态度)趋向更好,更积极、理性和健康,女性村干部的社会态度显著好于男性村干部,村干部的工作积极性仍然较低,工作回报和生活满意度不高。在新农村建设背景下,在性别、民族、党员身份、干部类型、地区类型、工作年限、党龄、年龄等人口学变量上村干部的社会态度存在显著差异;在乡村振兴战略背景下,在性别、地区类型等人口学变量上村干部的社会态度存在显著性差异。可通过改善村干部工资福利待遇、提高村干部女性比例结构、提升村干部学历水平等让村干部形成更积极、理性和健康的社会态度。

     

    Abstract: Since the transition from new village construction to rural revitalization, the working conditions and remuneration of village officials in Yunnan have significantly improved. Alongside these changes, the development and transformation of agriculture and rural areas have also influenced village officials’ social attitudes. Based on comparative research using questionnaire surveys, it has been found that, from new village construction to rural revitalization, the social attitudes of Yunnan village officials—including political, work, and life attitudes—have generally become more positive, rational, and healthier. Female village officials demonstrate significantly better social attitudes than their male counterparts. However, village officials still exhibit relatively low work enthusiasm, with limited satisfaction regarding work rewards and quality of life. Under the context of new rural construction, significant differences in village officials’ social attitudes were observed across demographic variables such as gender, ethnicity, party membership, type of official, region, years of service, party tenure, and age. Under the rural revitalization strategy, significant differences were mainly found in gender and regional type. To foster more positive, rational, and healthy social attitudes among village officials, it is recommended to improve their salaries and benefits, increase the proportion of female officials, and enhance their educational qualifications.
