Abstract:
Land policy plays a crucial role in the process of rural residents shaking off poverty and becoming affluent. To achieve the goal of common prosperity for farmers and rural areas, it’ s imperative to further reform the rural homestead system in order to satisfy farmers’ demands for both security-oriented and development-oriented homestead rights.Addressing the limitations of the existing rural homestead system, it’ s necessary to innovate the rural homestead property rights system and governance system based on the logic of simultaneously satisfying farmers’ demands for both “security rights” and “development rights” , implement the social protection network of “dequate housing” , help rural areas achieve inclusive growth under the value orientation of “qual land rights” , and achieve the goal of common prosperity for farmers and rural areas.Specifically, on the basis of improving the rights system of homesteads, the spatial layout of existing homesteads can be reconfigured to improve rural public facilities, the rights of disposition and income of homesteads can be expanded to develop rural wealth-generating industries, the value of homesteads can be manifested through multiple channels to accumulate internal and external development funds, and the rights of homesteads can be moderately opened to smooth the two-way flow of factors between urban and rural areas.
