Abstract: Industrial prosperity is the key to rural revitalization, and the integration of rural three industries is an important engine of industrial prosperity, which plays a catalyst role in developing the multifunctional potential of agriculture, tapping the diversified value of agriculture and improving farmers’ literacy, and cooperating with farmers to help farmers to achieve strong agriculture, rich farmers and beautiful rural areas. Exploring the integration mechanism of rural three industries and constructing an evaluation system for measurement and evaluation are crucial to promoting the revitalization of rural industries. Taking the panel data of Shaanxi Province from 2018 to 2022 as an example, this paper used entropy and TOPSIS methods to measure and evaluate the integration of rural three industries in Shaanxi Province. The empirical results showed that, the overall development of rural tertiary industry integration tended to expand, but the internal development was very unbalanced. Quantity was growing, quality was lacking. The scale had increased, the growth potential was insufficient, and sustainable development was weak. To this end, it was necessary to give full play to government guidance, enterprises take the lead, local specialties as the starting point, smooth circulation channels, fully tap the potential and value of digital technology, so that it was closely integrated with rural industries and other measures to enhance industrial revitalization.
