新质生产力赋能农业绿色发展:理论逻辑、现实挑战与实践路径

New-Quality Productive Forces Enabling Green Agricultural Development: Theoretical Logic, Practical Challenges and Practical Paths

  • 摘要: 发展以绿色低碳为特征的新质生产力,是贯彻习近平生态文明思想,实现农业绿色发展的必由之路。新质生产力作为先进生产力质态,催生出农业新模式、新产业、新动能,对农业绿色发展具有重要的赋能作用。从理论逻辑来看,新质生产力通过优化要素资源配置、推动产地环境治理和提高绿色供给能力等赋能农业绿色发展。然而,当前在推进新质生产力赋能农业绿色发展中面临资源利用率低、科技创新不足、专业人才匮乏、产业结构单一等现实挑战。因此,以新质生产力赋能农业绿色发展就要加强农业资源环境保护,实现农业资源高效利用;推进农业绿色科技创新,加快绿色科技成果转化;加快绿色人才队伍建设,培育绿色技术推广人才;推动产业集聚循环发展,构建绿色低碳全产业链等方面的实践路径。

     

    Abstract: The development of new-quality productive forces characterized by green and low-carbon is a necessary way to implement XI Jinping’ s idea of ecological civilization and realize green development of agriculture. As an advanced productivity mode, the new-quality productive forces has given rise to new modes of agriculture, new industries and new kinetic energy, and plays an important role in empowering the green development of agriculture. From the perspective of theoretical logic, the new-quality productive forces through the optimization of factor resource allocation, promote the origin of environmental governance and improve the green supply capacity to empower the green development of agriculture. However, the current promotion of new-quality productivity enabled agricultural green development is faced with the challenges of low resource utilization, insufficient scientific and technological innovation, lack of professionals, and a single industrial structure. Therefore, to empower the green development of agriculture with new quality productivity, it is necessary to strengthen the environmental protection of agricultural resources and realize the efficient use of agricultural resources; promote the green scientific and technological innovation in agriculture and accelerate the transformation of green scientific and technological achievements; accelerate the construction of green talents and cultivate green technology promotion talents; and promote the development of industrial agglomeration and recycling, and build a green and low-carbon industry chain and other aspects of the practice of the path.
