Abstract: Looking at the origin and evolution of the “multi-tasker” system of the heads of village organizations, the village party secretary’ s “multi-tasker” is the innovative system design that strengthens the core role of rural grassroots party organizations under the new historical conditions. It is an important measure to realize the revitalization of rural organizations and even comprehensive revitalization, and related to strengthening the Party’ s comprehensive leadership and improvement of rural governance efficiency. The village party secretary’ s “multi-tasker” presents new institutional connotations and characteristics in the subject, content, process and other aspects of “picking” . The specific manifestations are “who picks” “what to pick” and “how to pick” , in response to the inherent requirements of the modernization goals pointing to the Party and rural construction. To this end, we should adhere to the basic framework of the villagers’ autonomy under the leadership of party organizations, and focus on the three major areas of candidate selection, organizational operation, and power supervision, by selecting the village party secretary to consolidate the system foundation, creating the community of rural governance to optimize the system environment, and improving the village-level power supervision system to enhance the effect of the system.
