甘肃省农业绿色高质量发展水平评价

Evaluation of Agricultural Green and High-quality Development Level in Gansu Province

  • 摘要: 农业绿色高质量发展对于助力中国式农业农村现代化甘肃实践具有重要意义。选取甘肃省为研究区域,结合农业发展实际,分别从资源节约利用、产地环境治理、农业生态修复、绿色产业发展、绿色技术支撑五个维度选取相应指标,构建农业绿色高质量发展水平评价指标体系,借助熵值法对2010—2022年甘肃省农业绿色高质量发展水平进行测算。结果显示:甘肃省农业绿色高质量发展走势良好,整体呈上升趋势,但五个维度发展水平各有差异。其中,绿色技术支撑维度发展向好、绿色产业发展维度发展较好、农业生态修复维度发展一般、资源节约利用和产地环境治理两个维度发展较差。据此提出加强耕地保护,提高农业用水效率;防治农业面源污染,净化农业产地环境;加强水土流失治理,拓展国土绿化空间;强化财政支农力度,推动农业节能降碳;深化农业科技创新,壮大农业科技人才队伍等对策建议。

     

    Abstract: Agricultural green and high-quality development was of great significance to the practice of facilitating the modernization of agriculture and rural area. This article selected Gansu Province as research region, combined with practice of agriculture, selected indicators from five dimensions: resource conservation and utilization, producing environmental governance, agricultural ecological restoration, green industry development, green science and technology support, constructed agricultural green and high-quality development level evaluation index system, and the entropy method was used to measure agricultural green and high-quality development level in Gansu Province from 2010 to 2022. The results showed that: agricultural green and high-quality development level in Gansu Province was proved to be a overall trend remarkably rising, and different levels of development in different dimensions. Among which dimensions of green science and technology support was good, dimensions of green industry development was better, dimensions of agricultural ecological restoration was medium, dimensions of resource conservation and utilization and producing environmental governance were inferior. Therefore, it was suggested that we should strengthen cultivated land protection, and improve agricultural water use efficiency; prevent and control agricultural non-point source pollution, and purify agricultural habitat environment; strengthen the soil erosion control, and expand space for green land; strengthen financial support for agriculture, and promote energy conservation and carbon reduction in agriculture; deepen agricultural technological innovation, and strengthen agricultural science and technology talent team.
