Abstract:
There are two aspects of significance in the integrity of the rural land system reform, namely, the realization of equality of land rights, and the effectiveness , openness and compatibility of the land rights system to meet the needs of practical development. The legalization of the policy of “separation of three rights” for household contracted land, and the extension of the contract period, the update of land expropriation rules, the entry into the market of collective operated construction land and the indexed trading of construction land, and the implementation of the policy of “separation of three rights” for rural homesteads, are the main manifestations of the overall advancement of the reform of the rural land system. Land use planning and its implementation as well as the legal status of the government in the trading of land rights are the two basic factors for analyzing the scientificity and effectiveness of land rights trading rules. To further promote the reform of the rural land system as a whole and achieve its stated policy objectives, it is necessary to establish a scientific system of rural collective property rights, deepen the land income distribution mechanism, and improve the land use planning mechanism and land index trading mechanism guided by market demand.
