Abstract: The development of rural human resources in border areas has important practical significance for promoting regional economic development, maintaining national unity and ensuring the security and stability of the border. With the new rural construction and precise poverty alleviation work in depth, it is particularly important to study the development and management of rural indigenous talent resources in the border areas of Yunnan. Based on the investigation in Ruili, Mengla and Hekou County combined with the local hotshots questionnaire survey and interview data, this article analyzed the basic current situation of this kind of area rural local hotshots resource development, pointed out the existence of local resources in the development of rural people in the border areas of Yunnan Province, analyzed the reasons of the problems, and finally put forward some suggestions to solve the problem.
