The most direct organizer and implementer of the rural revitalization strategy is the secretary of the village party organization. Therefore, the competence of the secretary of the village party organization is of great historical significance for the revitalization of the countryside, for properly handling and solving the problems of agriculture, rural areas and farmers in the new period, and for building a modern socialist country. This paper analyzed the existing problems by constructing the competency model of village party organization secretary, which included six dimensions and 24 elements, including political ability, executive ability, public resource ability, innovation management ability, resource integration ability and information processing ability.

It was found that, it had some problems, such as low level of knowledge, lack of modern governance consciousness, weak innovation consciousness, low pioneering and enterprising spirit and so on. It also put forward some suggestions on how to enhance the competence of the secretary of the village party organization from the aspects of strengthening on-the-job training, doing a good job in propaganda work, protecting the natural environment and playing the role of the grass-roots level.
