有为政府、有效市场与农业绿色全要素生产率

Promising Government, Effective Market and Green Total Factor Productivity in Agriculture

  • 摘要: 本文基于2012—2021年全国各省面板数据,通过非期望产出的超效率SBM–GML模型测算得出各地区农业绿色全要素生产率,通过固定效应模型、门槛效应模型探究有为政府、有效市场以及交互项对农业绿色全要素生产率的影响机制。研究表明,第一,有为政府促进农业绿色全要素生产率的提高,有效市场发挥抑制作用,且有效市场在政府调控过程中存在干扰型调节效应;第二,有为政府主要通过促进绿色技术效率进而影响农业绿色全要素生产率,市场对绿色技术进步和绿色技术效率都存在抑制效应,市场化在政府促进绿色技术效率过程中发挥干扰型调节作用;第三,有为政府的促进作用、有效市场的抑制作用以及有效市场的干扰型调节作用具有显著的门槛效应。由此提出发挥“有为政府”的保障作用,加快构建“有为政府+有效市场”的协同机制,加大农业绿色科技研发等建议。

     

    Abstract: Based on the panel data of each province in the country from 2012 to 2021, this paper calculated the total factor productivity of agricultural green in each region through the super-efficiency SBM-GML model of unexpected output, and explored the promising government, efficient market and the influence mechanism of interaction term on agricultural green total factor productivity. The results showed that, first, the government could promote the improvement of agricultural green total factor productivity, while the efficient market played a restraining role, and the efficient market had a disturbing regulatory effect in the process of government regulation. Second, the promising government mainly affected agricultural green total factor productivity by promoting green technology efficiency. The market had an inhibitory effect on both green technology progress and green technology efficiency. Marketization played an interfering regulatory role in the process of government promoting green technology efficiency. Thirdly, the promoting effect of an active government, the inhibiting effect of an efficient market, and the disruptive regulating effect of an efficient market had significant threshold effects. Therefore, it was proposed to play the guarantee role of “promising government” , accelerate the construction of “promising government and effective market” coordination mechanism, and increase the research and development of agricultural green technology.
