Abstract: Rural funeral practitioners are an important force and lever in the construction of rural civilization. A survey in some rural areas of Anhui Province found that, this group had a semi professional inheritance mechanism, played a coordinating role in funeral activities, and continued funeral culture, which was highly integrated with the local social structure and culture. At present, some practitioners have played an important role in the heavy funeral burden, encroachment on farmland, dissemination of vulgar superstition culture, and constraints on changing customs among villagers in rural areas, which runs counter to the construction of rural civilization. Based on the concept of localized development, this group was included in the rule of law governance system, industry platforms were built to improve organizational level, emotional orientation was deepened to enhance the identification and sense of belonging of service objects, and the employment team was expanded through “going out” and “introducing” , providing a long-term mechanism for the construction of rural civilization.
