Abstract: Based on the internal logic mechanism, this paper studied and pondered the dual choice of “Grain-oriented” and “Non-grain-oriented” in Tianfu granary land management, and analyzed the internal logic and appeal of the dual choice, and from the perspective of macro-cognition and micro-selection, meanwhile the author tried to understand the problem of “Grain-trend” rather than “Non-grain-trend” selection under the view of food security, and affirmed its positive significance to the micro-management subject and the macro-policy subject, therefore, it was necessary to understand the critical point of duality, the historical role of “Non-grain” and the practical significance of “Grain trend” , and to grasp the principles of adapting measures to local conditions and making progress step by step in order to promote the “Grain trend” of farmland management, which affects the policy formulation of agricultural land management and farmland management and ensures food security.
