Abstract:
The lack of villager autonomy is the main factor hindering the effective governance of rural areas. The government’ s active intervention is an important way to reshape the rural order.Under the intervention of the government, LH village, which is the Yunnan-Vietnam Zhiguo Nationality border area, gradually returned to the track of villagers autonomy from a border village with a lack of autonomous bodies, scattered grass-roots organizations and lagged institutional supply.The way that the government intervenes in the rural governance with the role of “helmsman” , on the one hand, the will of national governance directly replaces the two village committees to perform their duties, so as to achieve the purpose of control and order. On the other hand, it should guide and coordinate multiple forces to play a role in rural governance field. After the basic improvement of grass-roots organizations and the return of social functions, the government will return to the people, so as to achieve a balance of authority with village self-government organizations.
