村级组织负责人“一肩挑”的典型模式与生成机制剖析以赣南G镇三村为例

Analysis of the Typical Model and Generation Mechanism of “Multi-tasker” System of Village-level Organizations Heads: Take Three Villages of G Town in Southern Jiangxi as An Example

  • 摘要: 全面推行村级组织负责人“一肩挑”政策是贯彻落实党的十九大精神,加强基层党组织的领导,为基层党建引领乡村治理现代化创新发展提供思考和借鉴的重要举措。以赣南G镇三村推行村级组织负责人“一肩挑”的实践为例,归纳村级组织负责人实践中形成的典型模式,分别为村级组织“家族党派”、村支书“权威代表”、村级组织负责人“传帮带”培养三类实践模式。在此基础上,提炼村级组织负责人“一肩挑”的生成机制,分别为非正式权力消解政策本意、权力让渡下的政策模糊与权威转移、乡镇党委与村两委权力秩序的同构性。

     

    Abstract: The full implementation of the “Multi-tasker” system of village-level organizations heads is an important measure to implement the spirit of the 19th CPC National Congress, strengthen the leadership of grass-roots party organizations, and provide thinking and reference for grass-roots party construction to lead the innovative development of rural governance modernization. Taking the “Multi-tasker” system of village-level organizations heads in the three villages of G town in southern Jiangxi as an example, the typical models formed in the practice of village-level organization leaders are summarized as the family party of the village-level organization, the authoritative representative of the village party secretary, and the village-level organization leader “passes and leads” cultivates three types of practical models. On this basis, refine the generation mechanism of the “Multi-tasker” system of village-level organizations heads, which are the original intention of informal power digestion policy, policy ambiguity and authority transfer under power transfer, and the isomorphism of the power order of township party committee and village committee.
