Abstract: The rigid restraint system of ecological civilization is a strong support and guarantee for the construction of ecological civilization. Dali Prefecture adheres to the principles of governing lake by law, scientifically managing lake, systematically managing lake and comprehensively protecting lake, and has formulated and implemented a strict protection and management system for Erhai Lake, making precise efforts to continuously improve the water quality of Erhai Lake, which has initially formed a “erhai lake model” for plateau lake management. This paper analyzes the connotation of the rigid constraint system of ecological civilization and the necessity of establishing the rigid constraint system of Erhai lake protection and governance, summarizes the construction and implementation of the rigid constraint system of ecological civilization in Erhai Lake protection and governance, and puts forward corresponding suggestions for the problems existing in the implementation of the system, so as to consolidate the effect of Erhai Lake protection and governance.
