Abstract: Rural revitalization through integration of urban and rural areas at county level is a key link in solving major social problems and accelerating China’ s development into a great modern socialist country. At present, China’ s county development has entered the 3.0 era and made historic achievements. By analyzing the current situation of urban-rural integration development in county, the problems and causes are revealed. The results show that the integration level of urban and rural elements in county areas is relatively shallow, the scope of social integration is narrow, the effect of economic integration is weak, and the level of ecological integration is low, which leads to problems such as unsmooth circulation of elements, unequal allocation of public resources, incomplete industrial connection, and imperfect system and mechanism. In view of this, in order to promote urban-rural integration at county level, we should focus on realizing the liberalization of urban-rural factor flow, promoting urban-rural industrial connection and improving the mechanism of common interests, accelerating the coupling of new urbanization and rural revitalization, and improving the system and mechanism of urban-rural development, and finally building urban-rural life community.
