Abstract: The development of rural cold chain logistics is related to the improvement of agricultural quality and efficiency and the increase of farmers’ income, and it is a new driving force of China’ s rural revitalization strategy. Based on the current situation of insufficient financial supply of rural cold chain logistics and insufficient application of PPP mode in the field of rural cold chain logistics in China, combined with the survey data of Guanzhuang nationality township in Shanghang County, Fujian Province, this paper analyzes the difficulties in the development of rural fresh agricultural products cold chain logistics industry and the reasons for the shortage of financial supply of cold chain logistics, and proposes to introduce PPP mode into the construction of rural fresh agricultural products cold chain logistics facilities and to construct the PPP mode of rural fresh agricultural products cold chain logistics finance of “government + farmers + logistics enterprises + financial institutions” , rural farmers are the real owners of rural cold chain centers, township governments guardians, logistics enterprises professional managers, financial institutions as the main financing channels. The major stakeholders jointly build and operate the cold chain center of ethnic minority townships, which integrates cold storage center, processing center and distribution center. Finally, the paper puts forward suggestions on the development of rural fresh agricultural products cold chain logistics financial PPP mode, in order to solve the financial financing difficulties faced by rural fresh agricultural products cold chain logistics, improve the cold chain logistics infrastructure and promote the comprehensive implementation of rural revitalization strategy.
