Comparative Studies on the Function of Digital Environmental Protection between Guizhou Province's Program and Toxic Release Inventory Program in the U.S.

  • Ecological environment problems are increasingly complex with the rapid development of multi-sector economy and information technology in our country. It requires high level of digital environmental protection program and advanced environmental information disclosure in order to improve environmental enforcement capacity, establish mutil-level governance and promote ecological-civilization.We first provides a brief introduction to Guizhou's digital environmental protection program and Toxic Release Inventory program in the U.S., then conduct a comparative study on the program structure, data procession, information sharing framework and information transparency. The comparative study shows that two programs both have information sharing function, but the data model, data structure, data format are very different that leads to heterogeneous program and data. Learning from to the U.S. Toxic Release Inventory program, China's environmental information system should serve the needs of the public, environmental protection officers and other agencies to improve its function. This article aims to provide technology support to further develop China's digital environmental program.
